A picture should flash by of Enel challanging you, go to Grand Tours (tournament mode) and just play a regular tournament, one of the characters will be replaced with Enel, beat Enel and win the tournament to unlock Enel.
Unlock Aokiji

Clear Event Battle with Luffy, Zoro, Nami, Usopp, Sanji, Chopper, Robin, Buggy, Kuro, Krieg, Arlong, Smoker, Bon Clay, Crocodile, and Foxy. Then play Event Battle again with Luffy and beat Aokiji with a level 2 special to unlock Aokiji.

Unlockable: Kyoto Stage
When youre at the final stage, Karasuma Keep, you must knock the Odama through the main gates. This will take you to a secret stage which looks like modern-day Kyoto! And of course, theres the Nintendo of Japan Headquarters. A Heavenly Odama will come down so that you can knock around Nintendo employees and use them in the final battle. To exit, let the Odama roll into the gutter.
